1990 Cougar Rocker Panels/Sideskirts

I'm in the process of trying to restore my '90 Cat and would like to know the best way to go about fixing the side panels. The rocker panels from what I can tell are non-existant and the metal that they would attach to is pretty well rusted. Any suggestions on my best approach to fixing this or things you may have done in yourself would be great.

I've considered going with fiber side skirts but I imagine I still need metal to attach to.
