So whats the best way to clean and paint an upper and lower intake?

Spray with Simple Green, let soak in, rinse off. Wash it with Dawn dish soap. Let it dry throughly. Spray with Duplicolor engine primer. Let cure. Spray with Duplicolor engine enamel of your choice. Let cure. Install parts.

Obviously before priming and painting make sure to mask off any gasket surfaces.
