Brakes

new member here .
i have a 1988 cougar 3.8.

i did a brake job 2yrs. on this car and have had nothing but problems, i didnt get to drive the car before they went bad.
i have bled the brakes and bled them and can't get a real firm peddle and can't get any height. i have put on a new master cyl and brake booster, i even adjusted the screw on the booster and it locked up the brakes after 3 miles, so i readjusted it, it helped some.
i know have just replaced both wheel cyl and calipers and bled them out.
i checked the flow at each wheel and the only one didnt flow as much as the rest, it is the r/f.
i have checked for knicks and mashed lines and didnt find any.
i let it gravity bled for an hr and it has helped some but i cant get any height of the peddle, and the shoes are adjusted just snug but not tight, and the pads are almost new. The only thing i can think of is the propotion vavle but i cant find or to try.
i dont understand how they plumbed this thing.
i have a 1987 xr7 and 93 xr7 and did the brakes on them and the peddles are hi and firm.

Please anybody got any answers all help will be appericated you all helped w/an ignition problem.
